HEALTH MINISTER CALLS FOR SHAKE UP .

TRNC health minister H ü seyin Celal last week called for an essential shake up of health care. Speaking at a 'Cancer week' seminar Mr Celal criticised employment practices and the lack of organisation, for hampering public services including health. He said there was 'no option' but for the state to succeed in improving the sector.

Top to bottom reform is required if the TRNC is to improve its diagnosis and treatment of Cancer. The illness is now the country's number one killer with nearly 400 new cancer cases being diagnosed last year.

2004 saw the opening of the early Diagnosis centre and the recruitment of an oncology specialist for the dedicated unit being established at Lefko s a State Hospital . However, Mr Celal says the high instances of the disease mean more still needs to be done. He assured people that despite the shortcomings the government was doing its best, and promised to work harder to improve services. The minister called for health related legislation held up in parliament to be given a clear passage and for an increase in health care spending. During his speech, Mr Celal also said, "I have no doubt that things are going to be much better, because this is what is desired by our people. We shall definitely achieve that and anyone who fails will have to go - including me. We have no option but to succeed."

CLAIM MADE OF DIRECT FLIGHTS

A Greek Cypriot newspaper has made claims that Cyprus Turkish Airlines (CTA) has found a way to enable direct flights from London by changing flight codes whilst in the air, a practice that has been tested twice already. It is alleged that whilst flying in Turkish airspace the flight codes were exchanged allowing the 'planes to land directly at Ercan airport.

The article claims that the airplane has done this in coordination with the Turkish aviation officials, and as the codes have been exchanged in the air, the airplanes do not obstruct the law of the ICAO.

Cyprus Turkish Airlines have refused to comment, only saying that they are of course in favour of direct flights but will only allow them officially.

The newspaper story also says that an English executive who recently flew into Ercan airport in his private jet used the same method of exchanging codes mid air allowing him to land directly.

 

STATE GOES TO COURT TO PROTECT KARPAZ BEACHES.

Legal action is to be taken against buildings that have appeared near the Karpaz's Golden Beach . Officials have vowed to protect "natural and historic wealth" of one of the TRNC's most photographed beauty spots.

Iskele district officer Ahmet Cenk Musaogullari said concrete constructions had already been stopped by the courts and there were further cases pending. Mr Musaogullari said his office had never given permission for such permanent constructions.

The Interior ministry under secretary Ali Alnar confirmed that legal proceedings have been started and that no permits had been issued or would be issued by the government to allow building in the area. The site near to the Apostolos Andreas monastery is judged by many to be one of the world's most beautiful beaches. The area is protected and building is banned under the new Karpaz regulation. Mr Alnar said the government would not allow the "treasures" of the country to be spoiled in such a way. The builders of the concrete extensions that have emerged by a cluster of wooden cabins, which were originally granted permission by the forestry department, claim their contracts allow for concrete constructions. Officials have now denied this and say they are looking for ways to cancel the years old contracts.

EURO COURT RULES AGAINST TRNC PROPERTY COMMISSION

The Strasbourg based European court of human rights has ruled that a compensation commission set up by the TRNC government in 2003 is not an effective remedy for Greek Cypriot property claims in the North. The ruling in relation to the admissibility by the ECHR of the case of Myra Xenides-Arestis over her property in Varosha is seen in some quarters as opening the doors to a flood of other cases against Turkey. Kudret Özersay, an international law expert at Eastern Mediterranean University disagreed with such opinion but believed that if the Turkish and Turkish Cypriot governments analysed the issue carefully the ECHR decision had some potential. The Turkish Cypriot side and Turkey should sit at the table and discuss together future possible policy changes for North Cyprus, not only in this judgement but also in respect of land ownership in the north.

DATE NOT FIXED FOR RESUMPTION OF PEACE TALKS.

Prime Minister Mehmet Ali Talat has said that a date has not yet been fixed for talks to resume on the peace process in Cyprus.

Speaking to an audience at the weekend, Mr Talat said, however it is obvious that the negotiations will be resumed before October the 3rd. This is the date for the start of Turkeys EU accession negotiations.

Reiterating that the Turkish Cypriot side is sincere towards acheiving a settlement to the Cyprus problem, he expressed the belief that serious steps will be taken in the coming days on the Cyprus issue.

Stating that the Turkish Cypriot people have lost thirty years in its struggle, prime minister Talat stressed that Turkish Cypriots voted 65 per cent in favour of the annan plan in last years referendum.
